Greeting Terns

Two bridled terns greeting each other, on Low island of the coast of Queensland Australia.  Fun Fact the lighthouse keeper found a new species of flightless bird on this small island.  He sends drawings, and maybe a dead bird, back to England for study, and to see if it was a new species.  It was but by the time he found this out, his cat had killed them all.  What I don’t understand is how is a flightless bird a bird?
